It is possible (but rare) for a validation rule (either Require or Make Unavailable) to be created without selecting an element to act against (the "target"). When this happens, the registration form will display a message like:
There is a configuration problem with this form that requires the attention of the registrar. 'Registration Fee' has a validation rule with an invalid target for a 'Require' action. See http://support.motorsportreg.com/... for how to fix. The registrar must select a target or remove this validation rule.
Fixing the issue requires you to (re)-select a target for your validation rule(s). Using the form builder, follow these steps:
- Settings → Registration Form
- Select the item in the form layout (middle pane) you'd like to enforce the membership or validation rule on

Look at the rules, and click the Pick button for the rule that is failing. A box pops up allowing you to select the element on the form you want to Require or Make Unavailable.
- Save and then test the form.
